To create a segment based on subscriber list, go to your CRM page and click New Segment.

In the next dialog, select the Question Response criterion.

Next, select a question from the dropdown list or start typing a keyword to find a specific question - e.g., “celebrating” - and choose a question from the result list.

Note: If your survey project has archived questions, you will see both archived and active questions in the dropdown list. Make sure you select the active question when creating a segment.

In the next dialog, you will see the various response options for that question. Select the answer for the participant segment you wish to create (in our example, those who will be celebrating the holidays this year) and then click Continue

Name the new segment and click Create Segment.

The new segment will be listed on the CRM page. From there, you can edit the segment if you wish.
